Minimum Qualifications:

  • Current employee of the Florida Department of State
  • Four (4) years of direct work experience in anthropology, archaeology, or a closely related field . A bachelor’s degree from an accredited college or university in one of the listed fields may substitute for the required years of experience.
  • Experience working with federal, state, and/or local historic preservation laws and regulations
  • Experience conducting archaeological fieldwork consistent with state and federal standards and regulations

Preferences:

  • Six (6) years of experience in anthropology, archaeology, or a closely related field. A Master’s degree from an accredited college or university in one of the listed fields can substitute for the years of experience.
  • Meets the Secretary of the Interior's Professional Qualifications Standards for Archaeology;
  • Knowledge of state and federal historic preservation laws, especially Section 106 and Florida Chapter 267;
  • Knowledge of Florida's archaeological and historical resources;
  • Experience with Geographic Information Systems and ArcView software or similar programs;
  • Knowledge of eligibility requirements and criteria for the listing of historic properties on the National Register of Historic Places;
  • Knowledge of comprehensive planning laws and implementing rules concerning historic preservation.
  • Knowledge of 1A-46, Florida Administrative Code
  • Experience conducting archaeological fieldwork within the state of Florida

Duties and Responsibilities:

This position is responsible for reviewing and consulting with state agencies that manage State owned lands or those in charge of state assisted projects to ensure that proposed development projects and relevant cultural resources assessment studies appropriately assess the potential impact on archaeological and historical resources, reviewing surplus land notices for the Division of State Lands to ensure that historical resources are identified and appropriately addressed in leases or transfers, and providing comments to the Florida Department of Commerce on county and city comprehensive plans and plan amendments to ensure that the historic preservation aspects of the plans are consistent with the requirements of Chapter 163, Florida Statutes.

This position is critical in allowing the Compliance Section to provide timely service in addressing questions regarding development projects on State owned lands, to meet our statutory review periods, and serves as one of the primary points of contact the Florida Department of Environmental Protection’s Division of State Lands and the Florida Department of Management Services. This position also issues comments representing DHR's official position regarding the significance of historic properties and the potential effects of development or government actions on historic properties in accordance with state and federal law. In addition, this position provides technical assistance and information about the Compliance Review Section programs to government agencies, consultants, and the general public.

The Historic Sites Specialist:

  • Reviews and consults with state agencies that manage State Lands or those in charge of state assisted projects to ensure that proposed development projects and relevant cultural resources assessment studies appropriately assess the potential impact on archaeological and historical resources in accordance with Chapter 267, Florida Statutes.
  • Reviews and provides comments to the Florida Department of Commerce on county and city comprehensive plans and plan amendments to ensure that the historic preservation aspects of the plans are consistent with the requirements of Chapter 163, Florida Statutes.
  • Reviews Surplus Land notices for the Division of State Lands to ensure that historical resources are identified and appropriately addressed in lease or transfer undertakings.
  • Participates in public meetings, trainings, and provides routine technical assistance, information, and guidance to public agencies, private organizations, or individuals regarding historic preservation components of the Compliance Review Section programs discussed above.
  • Prepares appropriate official review correspondence with government agencies, consultants, and other entities as necessary.
  • Maintains project files in an orderly manner and consistently meets project review deadlines.
  • Assists in managing the general inbox account and logging in projects to the Compliance and Review tracking database.
  • Performs other related duties as required.

 

Knowledge/Skills/Abilities:

  • Knowledge of archaeological and historical survey methodology, report standards, and regulations; historic preservation laws, regulations, and procedures; state comprehensive planning laws and implementing rules concerning historic preservation.
  • Strong computer literacy focused on the Microsoft Office Suite (Word, Excel, etc.), Adobe, and database software; ability to consistently meet deadlines, work independently, manage multiple projects, and strong organizational skills
